The European Green Deal
The EU is responding to the current climate crisis with a package of new legislation: the Green Deal. The Green Deal is the EU’s climate action plan for a climate-neutral Europe by 2050.
When Parliament declared a climate emergency in November 2019, the Commission was called upon to align all legislative proposals with the goal of limiting global warming to below 1.5 °C and to significantly reduce greenhouse gas emissions.
With the European Green Deal, the Commission presented the roadmap for a climate-neutral Europe by 2050.
The EU Climate Law was adopted by the Parliament on June 24, 2021, thereby enshrining the targets of a 55 percent reduction in emissions by 2030 and climate neutrality by 2050 in legally binding legislation. This brings the EU closer to its goal of achieving negative emissions after 2050 and reaffirms its leadership role in the global fight against climate change.
The targets are intended to be more easily incorporated into legislation.
This will result in benefits for the climate through cleaner air, water, and soil; lower energy costs; renovated homes; better public transportation and more charging stations for electric cars; less waste; healthier food; and better health for current and future generations.
The economy will also benefit, as opportunities will be created in areas where Europe aims to set global standards. New jobs are also expected to be created, for example in the fields of renewable energy, energy-efficient buildings, and energy-efficient processes. [/pc-pvt-content]

” In 2021, the Commission proposed a package of new legislation known as “Fit for 55” , designed to ensure that the EU meets its 2030 climate goals. This package includes 13 interconnected revised laws and six legislative proposals on climate and energy.
Implementing the Green Deal Through “Fit for 55”
Reducing emissions from industry, transportation, and other sectors
In the first half of 2023, the following regulations were adopted:
- a revision of the EU Emissions Trading System (EU ETS) to include environmentally harmful sectors such as buildings and road transport starting in 2027 (under ETS II), as well as maritime transport. The reforms call for phasing out free allowances for aviation by 2026 and promoting the use of sustainable aviation fuels;
- a revision of the Market Stability Reserveto address the structural imbalance between the supply of and demand for allowances in the EU ETS
- the implementation of a instrument to combat carbon leakage (carbon leakage), which imposes a CO₂ levy on imported goods from carbon-intensive industries outside the EU to counteract carbon leakage to countries with less ambitious climate targets
- the burden-sharing among EU member statesto increase the national emission reduction targets—in sectors not covered by the ETS, particularly buildings, agriculture, and waste management—from 29 percent to 40 percent by 2030;
- the tightening of regulations regarding increase carbon removals in the areas of land use, land-use change, and forestry (LULUCF);
- A proposal aimed at ensuring that new passenger cars and light commercial vehicles in the EU produce zero CO₂ emissions by 2035;
- a revision of the emissions allowances for aviationto include all flights from the European Economic Area in the system, as well as a potential solution for flights outside the EU (known as CORSIA).
In the coming months, members of Congress will vote on the final amendments regarding infrastructure, aviation and marine fuels, as well as renewable energy and energy conservation .[/pc-pvt-content]
